is unversal declaration of human rights realy universal

  if it is universal than why many communities and countries do not accept it?
  if not than what should those who work for human rights should do?
  and what is the resposibility of united nations and international human rights organozations?
  do you beleive that reforms should be carried in it or you beleive that there should be a new human rights declaration?
