New autocomplete functions

  Adding your practice areas is now even easier. Just enter a few letters and the system will suggest you practice areas previously entered by other users.
  I also added this function to the tags field in the submit news form.

  suggestions are a bit lagging Hanes,they dont start with first typed alphabet, rather they come out when the phrase is finished
